General Information

Land-based gambling facilities in Uganda are licensed by the national regulator, the National Lotteries and Gaming Regulatory Board.

Lottery establishments in Uganda operate under a state monopoly. They exist only in land-based form, with no online operators. Since the National Lottery was established in 2004, it has enjoyed immense popularity among the population.

Gambling Legislation

The gambling industry in Uganda was originally governed by two major pieces of legislation – the National Lotteries Act of 1967 and the Gaming and Pool Betting Act of 1968. These acts legalized gambling and betting in the country. In an effort to further regulate the sector, the Lotteries and Gaming Act of 2016 was introduced to consolidate and update both acts.

The Act was enacted with several important objectives:

• To reform the laws pertaining to gaming, betting, lotteries, and casinos
• To establish a regulatory body, the National Lotteries and Gaming Regulatory Board
• To provide guidance on the taxation of gaming and betting activities
• To repeal the two former acts related to gambling

The issuance of licenses was reviewed again in 2016. As a result, betting license fees rose to nearly $3,500, and bookmakers were prohibited from establishing premises near churches, schools, and other public facilities.

In 2019, the President of Uganda, Yoweri Museveni, ruled that the Regulatory Board would not issue new licenses or renew those that had expired. This decision was prompted by concerns about problem gambling among the country’s poorest citizens. Ultimately, the Ugandan government has yet to find a balance between the social consequences of gambling and the tax benefits it generates.

Regulatory Authority

The above-mentioned Lotteries and Gaming Act established the legal regulatory body for the gambling industry in Uganda, the National Lotteries and Gaming Regulatory Board.

The Board was assigned several key functions. Foremost, it is authorized to regulate and oversee the establishment, management, and operation of gaming and betting companies. Issuing licenses to casino operators is another critical duty. The Board must also monitor and approve the equipment used to provide lotteries, games of chance, and betting services. In addition, it is responsible for collecting the taxes imposed on both gambling operators and players.

Beyond its supervisory role, the Board is tasked with protecting gamblers’ rights. It is authorized to receive and investigate complaints related to lotteries, betting, and gaming establishments and to take appropriate action to resolve them.
