To qualify, an operator’s share capital must be at least ₦30,000,000. The company must also be registered with Nigeria’s Ministry of Trade and the SCUML. To keep the permit, 1% of the operator’s monthly sales turnover must be paid to the NLRC, and 2% must go to the National Lottery Trust Fund.

There is also a separate form of licensing for mobile gaming, whether it involves lotteries, games of chance, or sports betting. To maintain this permit, the provider must connect to the NLRC transaction reporting and monitoring platform, pay the annual fees associated with the permit, remit 2% of gross monthly proceeds to the NLRC, and 3% to the NLTF. The application fee for this permit is again ₦2,000,000, with an annual payment of ₦5,000,000.

State-Specific Regulation

In addition to national laws, gaming in Nigeria is regulated on a state-by-state basis, as different jurisdictions have implemented their own gambling statutes. In Lagos, for example, the Lagos State Lotteries Amended Law of 2008 governs games of chance and sports betting. The Lagos State Lotteries and Gaming Authority serves as the state’s regulatory body. The LSLGA can issue licenses to eligible providers that offer casino games, sports betting, lotteries, and online betting to Lagos residents, and it ensures that licensees comply with the requirements set out in the Lagos State Lotteries Amended Law.

Another example of state-level regulation is Anambra, where the Anambra State Gaming Company oversees gaming operations within the state. The Anambra State Gaming Law was first introduced in 2005, and its 2019 amendment officially brought remote gaming under regulation in Anambra.
