DGGI Directed to Not Issue Final Order of Delta Corp Limited’s GST CaseSeptember saw casino operator Delta Corp Limited receiving several Goods and Services Tax (GST) shortfall notices, with the company and its affected subsidiaries later filing writ petitions that challenged the said notices. During a hearing this Monday, the Bombay High Court made the decision to instruct the Directorate General of GST Intelligence (DGGI) to not pass a final order. Instead, the final hearing will be left for November 5, 2024.

The first two notices were sent by Hyderabad’s DGGI, and they amount to more than Rs 16,000 crore in total, with the allegations encompassing a time period starting July 2017 up until March 2022. Another notice alleging that tax evasion has been committed was sent by the DGGI of Kolkata in October to a subsidiary of Delta Corp Limited, and this time, the amount addressed was over Rs 6,384 crore.

According to Delta Corp Limited’s senior advocate, Harish Salve, the taxes the company and its subsidiaries paid during the periods highlighted in the notices were based on the entities’ Gross Gaming Revenue (GGR). A clarification on what GGR encompasses was also made.

In addition, Harish Salve also pointed out how petitioners have challenged the Central GST Rule 31A of the 2017 legislation, according to which taxation must be based on a bet’s base value as opposed to the GGR. It was emphasised in the filings that this way of taxing gambling companies has been a serious problem for India’s gambling industry. In addition to Rule 31A, the Central GST Act’s section 15(5), along with notifications and circulars that also have to do with the said act, were also challenged, as announced by Justice M.S. We looked at the search interest for each term within the Costumes category in August and September and calculated the share of searches for each one. We then combined the percentages from Google Trends and TikTok to get the overall popularity for the five male and five female looks.

Subsequently, in July 2023, Austrian Lotteries increased the minimum legal age to purchase instant win products from 16 to 18 years. However, the most recent checks disclosed that nearly 60% of retail stores in the said areas sold scratch cards and various other instant win products to underage customers.

According to the regulations of the 2019 Salzburg Youth Act, underage individuals are prohibited from participating in games of chance. Therefore, Lotterien was charged with violating the law by selling such products to minors. The business failed to communicate to its retail partners to discontinue the practice of selling gambling products to individuals under 18.

The New Legislation Excludes Prop-Style Bets From Fantasy Sports

Under the proposed regulations, contests “based on proposition wagering” that are similar to the prop bets placed on actual sports events do not fall under the definition of “fantasy sports.” Such contests are considered problematic due to the fact that a given operator’s clients pick over/under selections against the house, as opposed to other players. The rules also single out contests that are luck-based, i.e., where skill or knowledge does not pertain to the event. Games where the choices presented have the player decide if a team (or individual) will “surpass an identified statistical achievement” have also been stated to be an exception.

The new rules have not yet come into effect. Operators can provide feedback until November 1, and North Carolina regulators could introduce changes to the proposed legislation after they review any public comments they receive. Prior to the November deadline, a public hearing will take place on October 27 in Raleigh, North Carolina.

Should the new legislation pass as is, prop-style DFS selections could be considered sports betting. In this case, any company that currently offers these types of events to their clients would need to apply for a sports betting license in order to continue operating within the North Carolina state legally.

According to the newly established gambling laws, native and offshore online gambling operators must pay a 12% levy on their net profits from gaming and betting, effective from April 2024.

The supported payment methods will include credit cards and debit cards, among other government-approved processors. Methodology

The members of our team took to the world’s biggest collectible auctioneer Heritage Actions to identify the basketball cards that have sold for the highest amounts this year. Only card sales from 2023 were considered for the purposes of our ranking. As many as 29,285 sold items were included in the auctioneer’s basketball category, out of which 18,466 products belonged to the subcategory of sportscards.

To further narrow down the range, we filtered all basketball cards sold at past auctions and sorted them by price range in descending order. This warranted a response by the NLRC, as requests for the Nigerian gaming watchdog to clarify the status of the listed gaming operators were made following the blacklist’s publication.

In the public notice, the NRLC clarified that around half of the blacklisted gambling companies were in possession of valid licenses issued by the country’s gaming regulator. The said online operators are Zebet, Betika, Gobet, Msport, Afribet, Bangbet, Betwazobia, Koretbet, 22Bet, Paripesa, Livescorebet, Blavkbet/Betty Bingo, Cloudbet, Hallabet, N1Bet, Konfambet, Scratch2Win, Naijabet, Lottomania, and Millionaire Powerplay. The NLRC continued, expressing regret over the confusion and misconceptions the LSLGA’s publication has potentially led to.

According to industry experts in Nigeria, the blacklist was an insult to the legislation that gave the NLRC the ability to regulate gambling operations within Nigeria. The ruling in question was filed in 2020 by Justice Iniekenimi Oweibo of the Lagos Federal High Court (FHC). The industry player also condemned the Lagos regulator’s attempt to violate the National Lottery Act, which is still in effect, and described the move as “baffling.”

The total amount of confiscated funds was $79,000. In addition to everything listed, the investigators found marijuana and cocaine.

Oklahoma tribes hold an exclusive gaming compact, enabling them to offer gaming products on the territory of the state. Additionally, the tribes’ gaming compact would enable them to offer sports betting services, once they are added to the list of state-approved gambling products.
